President of Quality, the Director of Measurement & Evaluation is
responsible for measuring and evaluating Quality focused programs
and initiatives practically and translationally. By combining
qualitative, quantitative, and real-world evidence, this position
will be responsible for ascertaining the true return on value on
the Quality portfolio of work. This position will work in
partnership with key contingent business units in evaluating
programs with a focus on a return on Quality and will shift the way
IEHP evaluates the risk and benefits of current and future Quality
activities. This position will foster a culture of arriving at the
risks and benefits of program at an accelerated pace; serve as a
convener to promote the adoption of quality measurements; and will
provide strategic insights to promote IEHP's short and long
opportunities. This role will also participate cross-functionally
in business planning efforts to support IEHP's Mission, Vision and
Values and will lead teams of Health Services Evaluators and Data
Analysts who will rigorously and quickly determine program
effectiveness and return on Quality in the context of a large
Medicaid Health Plan with over 1.5 million members.Major Functions
(Duties and Responsibilities)1. Direct and oversee the Health
Services Evaluation Team that provide support to IEHP's leadership
team in the oversight of new and existing quality programs and
initiatives.
2. Ensure Health Services Evaluation Team implement timely,
practical, and accurate data mining techniques to apply to all data
analysis work, ensuring reliable, valid, credible, and dependable
conclusions to data analysis. -
3. Guide the Program Evaluation and Program Analytics Teams to
develop and present formative and summative evaluations to
internal/external customers and collaborates with project team
members to monitor progress and develop strategies to address
barriers in a rapid manner. -
4. Develop strategic partnerships with local, regional, and
national academic organizations and other analytic/evaluation
partners.
5. Develop a quality focused pre-evaluation and post measurement
evaluation strategy including real world evidence.
6. Implement and manage a quality prioritization process based on a
quantifiable return on: Quality, Clinical, Technology, ROI,
Operations, Health Equity, and Resource availability.
7. Manage and support an evaluation structure that leading to solid
quality-based business use cases that can be continuously measured
and monitored.
8. Incorporate go/no-go decisions of quality activities.
9. Align measurement approaches with priorities of IEHP's strategic
plan. -
10. Convene, collaborate, and maintain strong and mutually
beneficial relationships with internal business stakeholders,
including health services, network, finance, and IT.Major Functions

Experience QualificationsMinimum of ten (10) years of experience in
a healthcare related industry evaluating the value of programs and
initiatives. Experience with quantitative, qualitative, mixed
methods, and real-world evidence generation in a practical and
timely manner. Experience with pre-evaluation of programs or
products, including timely go/no-go decisions based on quality,
clinical, technology, financial, and operational variables.
Experience and proven track record of building, managing, and
developing a team. -Preferred ExperienceEducation
QualificationsBachelor's degree from an accredited institution
required.Preferred EducationMaster's degree or Doctorate degree
from an accredited institution preferred.Professional
CertificationProfessional LicensesDrivers License Required Yes,
must have a valid California Driver's License. Knowledge
RequirementStrong understanding of project prioritization.
Understanding of key performance indicators in healthcare markets.
