Job Title: Sr. Compliance and Risk Analyst Department: Audit/Compliance/RiskSupervisory Role: No FLSA: ExemptSupervisor's Title: Vice President, RiskPosition Purpose and ObjectivesAs a Subject Matter Expert (SME) in Compliance, evaluates, tests and monitors the Credit Union's compliance programs to ensure adherence with state and federal laws and regulations applicable to the Credit Union, its members and the financial industry including consumer protection and mortgage related matters; stays abreast of pending developments and changes in these laws and regulations. Advises management and Credit Union personnel of emerging compliance matters. Works with management and internal auditors regarding compliance-related issues; provides advice and recommendations on compliance and legal issues as requested.Essential Functions and ResponsibilitiesPersonally, provides exceptional Member service; uses Service Standards in every work-related interaction.Assists the Vice President, Risk with the development, maintenance and administration of an effective compliance program for the Credit Union to ensure adherence with state and federal laws and regulations. These include, but are not limited to Reg Z/Truth in Lending Act (TILA), Reg X/ Real Estate Settlement Procedures Act (RESPA), Graham/Leech/Bliley Act (GLBA), California Consumer Privacy Act (CCPA), California Privacy Law (SB1), Reg C/Home Mortgage Disclosure Act (HMDA), FACT Act, Federal Reserve Bank (FRB), Consumer Financial Protection Bureau (CFPB), regulations pertaining to deposit operations, and lending operations of the Credit Union, as well as other compliance rules and regulations that impact credit unions, including the relationship to BSA/AML/OFAC and Member Due Diligence.Reviews all National Credit Union Association (NCUA) regulations pertinent to Arrowhead operations for procedure and policy changes to assure Credit Union is in compliance with regulations.Researches and maintains knowledge of current market trends, financial products, competitor tactics and all regulatory and compliance issues that may impact and keep Credit Union safe/sound and competitive/productive.Periodically reviews the Credit Union's website and mobile app, advertising and documentation to assure that Credit Union and its policies and procedures are in compliance with all pertinent Federal and State regulations.Conducts periodic checks to see that compliance is applied in practice as well as on paper.Collaborates with Management to ensure compliance functions are well coordinated with departments and branches.Assists with preparation for Compliance Committee meetings including agenda items, presentations, and handouts to coordinate compliance and address compliance-related issues.Maintains an enterprise wide Compliance calendar.Collaborates with Management to ensure products, services, forms, procedures and policies are updated to conform to new regulations, laws and practices.Researches, implements and manages the areas of banking regulations and laws, Credit Union policies and procedures, consumer protections and public interest laws on compliance issues and seeks regulatory interpretations when necessary.Assists the Vice President, Risk with monitoring areas of potential compliance risk and recommending/implementing corrective actions needed to reduce, control or mitigate such risk.Advises Audit, Compliance and Risk management on a broad range of federal/state regulatory and compliance issues.Develops and maintains contacts with outside sources with expertise in compliance matters and may work with outside counsel as necessary to resolve compliance issues.Serves as an expert to provide compliance guidance to Credit Union departments and branches, addressing unique or complex compliance questions, coordinating with the development of products and/or delivery systems or modifying an existing product or delivery system, and identifying compliance related issues and/or new compliance requirements.May review monitoring reports for noted compliance violations.Reports compliance major trends and findings to management; performs analytical reviews studying current and long-range Compliance performance of the Credit Union by annually updating the various compliance programs and related risk assessments, communicating any issues and making recommendations to management.May prepare documentation requested by auditor related to compliance.Collaborates with the Learning & Development Department to develop an effective compliance training program, including appropriate introductory training for new employees and ongoing training for existing staff; serves as the compliance Subject Matter Expert (SME) and may act as training facilitator for Team Members and/or Credit Union volunteers.Assists the Vice President, Risk to ensure the Credit Union is well prepared for and is positioned to receive good results on examinations and audits of compliance-related matters; prepares responses as necessary to examination and audit reports and findings.Performs a compliance review process, assisting Internal Audit as appropriate, to ensure that compliance-related issues are addressed and that the Credit Union is in substantial compliance with applicable laws, rules and regulations.Assists the Vice President, Risk with vendor management support, contract reviews and insurance oversight as needed.Continued education for professional development may/will be assigned.Maintains regular and predictable attendance and punctuality.Maintains a comprehensive knowledge of Bank Secrecy Act (BSA), Anti-Money Laundering (AML), and Office of Foreign Asset Controls (OFAC), and ensures compliance with all laws and regulations applicable to area(s) of responsibility.Other duties as assigned and deemed necessary by Supervisor to achieve the goals of the department and the Credit Union.Positions directly supervised: This position has no supervisory responsibilities.Qualifications: To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Strong project-management skills; ability to handle multiple priorities in a fast-paced environment.Education and Experience: High school diploma or its equivalent; Bachelor's degree is preferred; and a minimum of eight (8) years of progressively responsible compliance experience in a financial institution, preferably a bank or credit union. A minimum of three (3) years of compliance experience in a mortgage lending environment is also required. Must be certified in compliance by a nationally recognizable trade organization or its equivalent.Compliance: Ability to maintain a proficient knowledge and compliance of all applicable rules and regulations under BSA/AML and OFAC regulations. This includes, but is not limited to: Bank Secrecy Act; SAFE Act; Anti Money Laundering; Regulation CC; and Regulation Z. Maintain compliance with Federal laws and regulations set forth by the National Credit Union Administration and other regulatory agencies.Language Skills: Ability to communicate and understand written and oral language and the ability to effectively present information. Ability to read and interpret documents such as policy/procedures.Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest and percentages. Ability to perform basic math skills to include adding, subtracting, multiplying and dividing using whole numbers, common fractions, and decimals.Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
